The Conceptualization of the Cuban Socio-Economic Model of Socialist Development was debated, regarding which members of the Central Committee had previously presented some 600 considerations.
Marino Murillo Jorge, a member of the Party Political Bureau and head of the Permanent Commission for the Implementation and Development of the Economic and Social Policy Guidelines, noted that all opinions are being analyzed in order to present a higher quality document to the 7th Party Congress. In general, he added, there is consensus on the importance of defining the theoretical basis and the essential characteristics of the Cuban economic and social model.
He explained that the document to be approved “is not static, but dynamic,” and that it will continue to be analyzed in the period between each Congress.
The report on the “Program for Economic and Social Development through 2030. Proposed Vision of the Nation, Strategic Priorities, Objectives and Strategic Sectors” was also presented at the meeting, an area in which work has been ongoing since 2012. This report will also be submitted for the consideration of delegates to the Congress.
This development program is aimed at addressing the structural problems of the economy, through comprehensive and sustainable government policies that respond to a strategic and consensual medium and long term vision.
Similarly, an evaluation of the results of the implementation of the Economic and Social Policy Guidelines of the Party and the Revolution was conducted, together with areas to be updated for the next period. On this subject, participants stressed how much progress has been made over the past five years, despite the fact that some of the measures have yet to have a real impact on the family economy, and that much remains to be done to comply with what was approved by the 6th Party Congress.
It was reported that over the past five-year period, 21% of the 313 guidelines have been implemented, while 77% are underway.
Central Committee members also received information on the results of the restructuring of the country’s foreign debt, from Vice President of the Council of Ministers, Ricardo Cabrisas Ruiz. In particular, they learned details of the agreement reached with the Paris Club.
