While the bourgeoisie was definitely on the side of the enemy, the people was celebrating jubilantly the cessation of the monopolies in the Cuban life and the working class was guarding the recovered industries, with the disposition to set them to produce for the sake of the nation.
The transformations carried out in those moments, especially the laws and measurements that had been dictated from the previous year, were giving to this stage a socialistic tone, considering the character of its agrarian and antimperialist contents.
On August 2nd, took place in Costa Rica the Seventh Consultation Meeting of Foreign Ministers of the OEA, the text of the final declaration was taking implicit a warning to Cuba of abiding to the discipline of the inter-American system and to the chart of the OEA, with what remained clearly open the doors to a future sanction.
Our people answered to the pronouncements of Costa Rica with a massive act in the Square of the Revolution, on September 2nd, 1960, where the First Declaration of Havana was approved.
Fidel was clear and forceful in his words of that night; in addition to pushing back the exposition of the meeting of Costa Rica, with examples of the brilliant pages of the history of the Latin-American countries, was defending the right of these peoples to their full national independence, for which hundreds of thousands of its children had gave their lives.

In the historical document approved by the National General Assembly of the People of Cuba was proclaimed the right of the peasants to the land, of the workers to the fruit of their work, of the children to their education, of the patients to the medical care, of the woman to the civil, social and political equality, of the elder to their sure old age... the right of the peoples of America to work its own destination, among others.
