The studies hoist that the migration is a vital right. There say the statisticians that the migration benefits so much to the receiving countries as to those of origin. It is me who says, that I am a rosary of the people who have gone away, who although this right is quantified in numbers and fair weather, also weighs in sorrows.  

After the migratory wave that placed Cuba in headlines between 2015 and 2017, again the nationals occupy leads news with the deportation from Mexico of more than a hundred citizens, last March 27 and April 5. Although the suspension of the politics dry feet / wet feet in January, 2017 by the Obama government, and the later xenophobic and anti-immigrant practices of Donald Trump have braked the Cuban exodus towards this country, the attempts persist.

In a public wall of a social network I read: "say to your mom to call me, ‘Adriana' is on the border and I am driven to despair”. I know about another one that it "sells" all her genealogy in search of the same boundary. I know about the auction of visas to cross the gulf; and of whom they change the marital status for the lack of affection of a customs duty. They persist.

It is a right. To choose where to live, where to pay the work out, where to walk, where to buy bread and rice and meat, where to conceive children, where to wait for the third age, where to be happy, is an act as straight as the axes that are cut in 90 grades.

We understood it. In 2012 the application of the Decree Law No. 302 modifying of the Law of Migration of 1976, eliminated the hobbles, opened us the doors to the world. The new legislation suppressed the permission of exit on the outside, the requisite of the letter of invitation, and the figure of the definitive emigrant without comeback. The regulations protect the temporary migration and of comeback from the validity of the passport for two years.

In an article of January of this year, Cubadebate published declarations of María del Carmen Franco Suárez, assistant director of the Center of Studies of the Population (Cepde) of the National Office of Statistics and Information to the Cuban Agency of News. The specialist said that from the decade of ‘30, Cuba is an emigration country. Such a classification suggests that they are more the persons who go out that those who enter.
In his text The migratory perspective in 2017: Change of rules?, available from March of this year on the web page of the magazine Temas, the investigator Antonio Aja Díaz reveals that in the last fifteen years Cuba shows a negative migratory balance, with tendency to the growth, fact that “reaffirms the vocation of exit that has been present in the country during the last 80 years”. Also he points out that “the migratory tendencies reinforced in the recent past will be supported at least until 2030. The migratory potential of the population will move between about 781 000 and approximately 826 000 clear exits between 2010 and 2030”.

Anything is good not even villain per se. There are other adjectives and tendencies that "draw" better the phenomena. I do not know if the weight of the remittances in the gross internal product of Cuba is "calculated" and accessibly. But it is sure that they influence.


In the said Cubadebate work they highlight the results of a survey by the Cepde in which they analyzed the internal and external displacements of the Cuban population. The instrument threw that 38 % of the nationals has a relative in the exterior of a temporary or permanent way, and that “of the Cuban who live in the exterior, from the year 2008 until the date of the survey in 2016, already is of permanent or temporary form 77 % sends some type of help to their families and 95 % of this help constitutes it the remittances”. Clearer than the water.

Trump "raises" walls against the possibilities to Cuban of an opposed and still current Law that disarranges us from 1966, but in the concrete one the privileged status keeps on encouraging the insecure Cuban exodus.

Only in 2015 more than 45 000 Cuban entered the United States originated from Mexico (according to information of The New York Times re-published by Cubadebate), and in 2016 other 56 000 of a similar way. These numbers do not include the 20 000 that should have received immigrants' visas, according to the migratory agreements of 1994 and 1995 between both nations. Of the passages and disasters to come to the Mexican south border and to gain access to North American territory, regrettably, we know very much.

It seemed that Trump and all his office, as it is already a custom, go back. On one hand the president opens all his anti-immigrant speech, separates families, makes a show of his absence of class and of humanity, and for the other one, in addition to breaking agreements, drowns the options to the Cuban to travel in a tidy and regular way to his country. From the last March 18 the United States reduced for the Cuban citizens the time of validity of the visa B2 from five years to three months, and with permission for only one entrance. The decision joins other arbitrariness: the closing of the consular services in Havana and the nonperformance of the quota of visas to the Cuban.

While, to set off implies unfolds of life, "oceanic" fence between what it was and what will be, those who were and those who will be, but, as with the facts, everything is going to stop to the line (right) of the time of the personal history. In it the genesis of the "studies", and the "statistics" and the "rosaries" takes root, in the right, close friend and vertical one, to the choice.
