There are countless number of excuses that go from not finding the office key to the bus did not arrive on time, forcing the work places that manage Cuban currency orconvertible pesos not to begin during the established hours.

This is one of the most criticized issues of the population creating crowds of people waiting for a worker that just simply left its post to go out shopping or accompany a friend for whatever reason.

If this were not enough the population must wait, for example for a whole ritual that occurs when opening an office or store like waiting for the cashier to count the money she received at that specific time, looking for a pair of glasses, greetings and conversation s among workers ignoring the clients waiting to be assisted.

How do you explain the Currency Exchange Center (CADECA) with only one worker when there are five booths 35 minutes after opening because its other 4 employees have not arrived or talking among themselves with a line of people waiting to be attended?

In none of these cases has there been someone with authority questioning the issue or giving an explanation, above all when they themselves are absent.

We would have to see if the lateness is reflected at the time of receiving their salaries and the millions of pesos the State losses annually when the working hours have been violated.

The same occurs when it’s time to leave the work place, employees leaving an hour earlier from the stores or when they are going through the inventory,closing the cashier or cleaning the site forgetting about the ethical behavior and the regulations of protecting the consumers.

However, we have to recognize that there are examples of good practices, like those that work in a policlinic laboratory that always arrives before opening time where there are children, pregnant women and people in general waiting for a blood test.

These workers are not there early thinking of a monetary increase but simply the importance of their work and satisfaction of complying with their obligation.

This should be the ideal behavior always, but when it is not, the authorities must carry out their roles and demand complying with working hours because the population deserves it as well as the nation´s economy.
