CAMAGÜEY.- From June 26 to 30 the circumscription electoral commissions had been constituted all over the country, as a part of the scheduled program for the first stage of the general elections.

These structures, formed by five members, play an indispensable role, according to Tomás Amarán Díaz, vice-president of the National Electoral Committee, since they are responsible for the organization and direction in the basis of each stage in the electoral process.

After its constitution, he explained, the members will take over their positions in solemn ceremony, as it has happened in the rest of the levels. It will be followed by an intense period of preparation that will emphasize in the accomplishment of their tasks, as well as the full mastery of the Electoral Law and other standards that rule the elections.

Among the responsibilities of these elections, Amarán Díaz mentioned the analysis of the nomination areas, the proposal of the program to follow and the development of the assemblies, which will take place from September 4 to 30. They also have, among other tasks, to guarantee the disclosure of the candidates´ biographies, to foresee the places for the Electoral College and to work on the publication and update of the electors´ lists.

He reaffirmed, in addition, the transcendence of the nomination process, since "it constitutes the basis of the elections; there the people bonds furthermore with the electoral authorities and nominates, in a direct and public way, the candidates to be delegates in the municipal assemblies of People´s Power".
